The Opposition Members of Parliament (MPs) stormed out of the Ugandan Parliament on May 20, 2025, in protest over the passing of the UPDF Amendment Bill.
They argued the process lacked transparency and that the government was rushing the bill through without adequate debate.
Despite their walkout, MPs passed the bill, which allows military courts to try civilians,reinstating a controversial provision previously struck down by Uganda’s Supreme Court.
The UPDF Amendment Bill, tabled by Defence Minister Jacob Oboth-Oboth, was passed during the May 20 session.
If signed into law by President Yoweri Museveni, it aims to structure military institutions more effectively and align military justice systems, such as service offences, courts-martial, and reserve forces with constitutional mandates.
Critics allege MPs were bribed with UGX 100 million to approve the bill, but the government denies these claims, citing national security priorities.
